Peace is universal and indivisible; security/peace can be ensured through every nation acting together as a community of power.

The special commissions.

What was the disadvantage to the League relying upon collective security instead of having its own armed forces?
The League had no power to enforce its decisions. Relied upon its members' willingness to act together. Undermined by the fact that not every country was a member, and so not every country had to obey the League's sanctions and covenant.

Why did Wilson oppose the League having its own army?
Because it would undermine the League's aim to achieve collective disarmament.

Why didn't the USA join the League?
Congress refused to ratify the Treaty of Versailles, and so, by extension, rejected the League. Felt that leading it would be like signing a 'blank cheque'. Wanted isolation from European issues. Didn't want to sacrifice America's financial security.

How was the League weakened by America not joining?
It meant that any trade sanctions it imposed upon an aggressor could be undermined, as the sanctioned country could trade with America.
