Members must be from the House of Commons or House of Lords. The prime minister appoints life peers to sit in the House of Lords if they aren’t an MP or Peer already and he wants them in the cabinet.

If it is a majority government the members of the cabinet are all from the governing party. If a coalition can be from either party.
