Describe the pre-legislative procedure?
Green paper- consultation document, sets out ideas for new law. Sent to all interested parties. White paper - firm proposal which are passed to relevant cabinet committee and approved by cabinet before being passed to parliamentary draftsmen.

Describe Legislative Stages.
First reading, second reading, committee stage, report stage, third reading, House of Lords, Royal Assent, Commencement of the Act.

How many types of Bill are there and what are they?
3 - Public Bill, Private Bill or Hybrid bill.

Define Public Bill
Affects the whole of the public, they can cab be government Bills (proceeded by legislative procedure, e.g. Human Rights Act 1998) or Private members Bills( introduced by back benchers via a win of a ballot, Abortion Act 1967 David Steele)

Define private Bill.
Intended to affect one particular area, organisation, person etc. Always begin in HOL, used less nowadays than 19th century. e.g. British Railways Act 1996

Define a Hybrid Bill
Combination between public and private bill - affect particular group and public at large at same time. E.g. Channel Tunnel Act 1987 (act to provide for construction of English channel railway construction.)

Define the Parliament Acts 1911 and 1949?
Allows a Bill to bypass the HOL, however it is rare. Hunting Act 2004, when HOL delayed legislation for 1 year.

What happens at the royal assent?
Title is read out before she signs, and assent is automatically given.
