Led by Earl Grey; The Whigs.

They were supported by the industrialists and the emerging middle class, they had realised that unless reform was brought in from the top, then Britain could face revolution from below. They had no intention of bringing in democracy and the franchise would be limited to "responsible" (property-owning) members of society.
