- Lenin introduced a constitution in 1918 which was then replaced by a new constitution that recognised the creation of the USSR
- In 1936 a new one was created by Bukharin, Stalin said it was the 'most democratic in the world' - guaranteed rights including freedom of speech and religion
- Changed the name of the Central Executive Committee to Supreme Soviet
