- bolsheviks only get 10m of votes, which is 24%, not even a quarter of the voting population. therefore forcibly closed. consolidates power as they do not leave the possibility of being voted out of power possible.

- workers decree says max 8 hours. social insurance says benefits for elderly and infirm. good decress outweigh in public eyes bad decrees, such as decree to establish the cheka and press decree. this is used to consolidate as public may only be drawn to the benefits of the decrees, whilst more oppressive decrees are used to consolidate power.

- between russia and central european powers to allow them to leave the war. although this is what many people wanted, didnt want to retreat in the hands of western powers. saw as a betrayal as they lost countries such as poland, 62m people, many transportation links and 3b paid in reporation to germany. no consolidating as this, amoungst other aspects, is the fundamental beginings of the civil war.
