The existence of democratic elections is necessary but not a sufficient condition for the existence of representative democracy:
- Executive activity is bound by the rule of law
- The judiciary is independent of the executive
- Citizens have a right to political protest
- Rights of minorities are respected
Representative democracy in the UK is described as parliamentary democracy due to its dominance in the political system and how representatioin occurs traditionally thorugh Parliament:
- Parliament is sovereign: Even the PM, who enjoys many arbitrary prerogative powers, has to command a moajority of Parliament
