Change- Went from movement in 1919 to formal political party in 1921

- PNF, Through Mussolini tried to centralise his control over the fascist movement. Attempted to recruit more 'respectable' members to help advance fascism's appeal. 1921 PNF grown to 200,000 members

- Centralizing control under Mussolini's leadership. This allowed for consolidation of power within the movement 

Change- The New Programme changed Fascist ideology to a certain extent

- May 1920 new programme adopted. More conservative and right wing( Dropping mentions of removing the monarchy or attacking power of pope). Pro business attitude taken.

- More militaristic, calling for compulsory military service
