Democratic
The process itself is democratic as it's made by elected representatives. Since there are general elections atleast once every five years the public can vote who they think aren't performing well. Proposals are ultimately passed by a democratic vote of members.
Scrutiny
Scrutiny is a thorough process with several opportunities for debates and amendments to be made. The process involves expertise. The House of Lords acts as a checking Mechanism and contains many peers with a range of expertise. Government Ministers are advised by experts within Civil Service.
