Pre-legislative process

Green Papers are:

• discussion documents which outline the government's proposals that are not finalised.
• Each proposal has alternatives which are discussed before the best policy is chosen.
• E.g The Courts and Legal Services Act

White Papers:

• usually follow a green paper.
• They outline the government's policy of implementation.
• They are issued by the government government that it relates to.
• It contains detailed proposals for legislation.
• E.g The Civil Partnerships Act
