Stage 1: Consolidation of Mussolini's Government 1922-1924:
- Exercised strong government, within the existing system
- Dissapointed the hopes of Radicals for a full facist revolution
Stage 2: The Creation of dictatorship 1925-1927:
- Mussolini set up his own dictatorship as Duce, rather than giving power to the facist party.
Stage 3: Consensus: The development of the corporative state 1929-1935:
- He gained great popularity as a result of an agreement with the church
- Claimed his new corporative state was the ideal form of government
Stage 4: Radicalisation and decline 1936 -1945:
- He adopted more radical domestic and foreign policies
- Failure in war from 1940 increased discontent and lead to his eventual overthrow in 1943.
