Discontent

Causes of distress and discontent:

Government policies: CORN LAWS (1815) and Income tax abolised (1816) - Indirect tax for poor
End of the Napoleonic wars
Industrial Revolution - Unemployment Machines replace peoples jobs - Poor conditions
Countryside conditions poor

Examples of distress and discontent:
Spa Fields 1816, Peterloo 1819

Government's response = REPRESSION

  • Use of troops e.g. Peterloo 1819 to disperse crowds
  • Spies - Oliver
  • Suspension of Haebus Corpus - Trials without a Jury
  • NO REFORM - Believed in 'Laissez faire'

Overall = Overestimated threat of revolution, no experience or policeforce
Supported the interests of the landowners over working class

How did the Liberal Tories emerge?

  • 1822 death of Castlereah lead to a cabinet re-shuffle
  • Liberal Tories formed - Peel, Canning, Husskisson and Robinson
  • All more open to reform

    Reformed Administration for Justice:
    Penal Code reformed - Death penalty removed for over 180 crimes
    Jails Act (1823) - Improved conditions in Goals
    Police Force established 1929 - Keep law and order in streets (1000's paid constables)

    Huskisson
    Introduced free trade measures
    Reduction of import duties
    Relaxation of Navigation Acts
    Modified Corn Laws 1828 - Sliding scale of import duties

    Other important religous reforms:
    Test and coorporations Act - Non Conformists were allowed to be MP's
     (Peel) Catholic Emancipation Act 1829 - Catholics allowed to become MP's 

    CATHOLIC EMANCIPATION BROKE UP THE LIBERAL TORIES
