  • The Progress of the War
    • 1793-94
      • September 93 war was going in France's favour. The First Coalition members pursued their own ends rather than co-operating. The measures taken by the CPS enabled victory.
      • October, Austrians driven out.
      • December, Toulon was recaptured and British fleet expelled.
      • June, Netherlands defeated at Fleurus (94) France then went on the offensive until all opponents defeated.
    • Levee en masse
      • Carnot was the CPS' member responsible for war strategy and personnel. He was behind the decree of August 23rd that ordered conscription.
      • Produced an army of 800,000 men by 94.
      • CPS put France on a war footing, men drawn into expanded industries, food production, trapsnort.
        • Women were to staff hospitals and make clothes.
        • Government control of the economy for war made victory possible.
    • The Coming of the Terror
      • Grain price contols imposed by the NC in May 93 backfired. Led to a growth in black market for grain. Grain supplies fell and food prices rose. Further measures making hoarding grain a capital offence did not work either.
      • Extremists in Paris (ENRAGES) called for higher taxes on the rich, death to hoarders and arrest of political suspects. NC surrounded, again, by demonstrators wanting this and a SC army. Deputies agreed. Force of 7,000 men set up. A general maximum was passed; which enforced wage and price controls.
        • Enrages: Insult 'angry ones' given to militants.
      • Added to the threats of external war were:
        • Internal revolt
        • SC power
        • Personal attacks to NC

      • Political Terror
        • NC passed the Law of Suspects September 93 widening the definition on who was against the Revolution:
          • Royalists
          • Federalists
          • Relations of emigres
          • Anyone without civisme from the local watch committee.
            • Civisme: Good citizenship, being a good citizen.
            • Watch committee were to arrest these suspects and send details to the CGS.
        • Prison numbers rose and the Paris Revolutionary Tribunal was divided into 4 sections, 2 sitting at any one time, to speed up the process.
      • Executions
        • The pace of convictions and executions increased. Between March and September 93, 70 guillotined in Paris. October and December 178.
        • Elsewhere was worse in the suppression of the Vendee and Federalist revolts.
      • Religious Terror
        • Dechristianisation spread across FR by 94. Driven by SC, revoltuionary armies and reps on mission such as Fouche (NOT NC)
        • Removal of thousands of priests and closure of churches.
