- Provided loans to help those leaving the army, until they found work
- Pension paymens for the wounded, widowed and orphans
- Adequate provision- national committees to oversee care in the Lander. Federal gov and Lander provided support
- Social welfare programmes- Lump sum payments and pensions for disabled veterans and survivors- put gov into debt
- Debt and Reperations
- Gov borrowed heavily during the war. In 1918, Germany owed 150 billion marks
- Policy of reperations laid down by the TOV put gov deeper into debt. Gov tried to meet payments and carried on borrowing and printing money.
- The Ruhr
- 1) January 1923, Germany failed to deliver reperation payments fully. 1921, Allies: payments should be met or Allies occupy the Ruhr- vital to German economy (coal + industries)
- 2) 1923- French and belgian troops occupied Ruhr, Germ gov stopped all rep payments to France + urged workers in Ruhr to use passive resistance.
- 3) French cut Ruhr off from rest of Germ (border) + used force against worker's resistance
- 4) Neither France nor Germany benefitted from the situation
- 5) 1923, new German coalition government called for stop of passive resistance and began negotiations with French
