- Local Government Act 1972 - gave local authorities powers to make bylaws

- made by the Queen and Privy Council
- national or local in effect or specific to the activity aimed at
- Emergency Powers Act 1920
- usually drafted by a Government Minister then approved by the Queen ans three or four Privy Councillors
