- Every country in the world operates its political system within the constraints of a constitution.
- Some of these are written documents and this is called codification

- -They determine how political power should be distributed within the state.

- Constitutions establish the political processes that make the system work
- Normally states limits of governmental power. UK parliament however does not have these restraints
- Aswell as limiting power, it asserts the rights of citizens
- Most countries have a bill of rights, a statement which prevents government from infringing on citizen rights.
