- There was a degree of uncertainty as to who actually had a right to it.

- Japan's industry was silk-based. Nobody bought silk in time of Depression.

- Political instability; PM was murdered by the army.
- The army and the government did not get along. The army hated Manchuria and thought politicians were crazy for wanting to protect relations.
- They had a large foothold in Manchuria (the railway)
